A "Map of the University of Virginia with Water Pipes," 1856, by S. A. Richardson under the direction of Charles Ellet, Jr., shows the approximate location of Water Works from Springs on Lewis and Observatory Mountains. A "Plan of University Cleared Land" by William A. Pratt, 1858, shows gardens and grass lots of professors, proposed site for stables and bath house. A "Plat of University of Virginia Land," 1869, by F. P. Dunnington, shows the large pond to the west of the University. Three floor plans of Pavilion VIII, n.d, have pencilled notations for a possible refiguring of rooms.

Ellet was born on June 1, 1843 in Philadelphia, the son of the noted civil engineer Charles Ellet, Jr. He was studying medicine at Georgetown University when the Civil War began. He served as an Army Assistant Surgeon during 1861-62. In the spring of 1862, when his father established the U.S. Ram Fleet, an Army unit of river steamers converted to rams, Charles Rivers Ellet transferred to that organization.
